Prohibits the manufacture, process, distribution for export, use, or disposal of specified Persistent Organic Pollutants (POPs). Authorizes the Administrator of the Environmental Protection Agency (EPA) to issue or amend rules related to polychlorinated biphenyls (PCBs) in order to comply with the provisions of the POPs Convention or the LRTAP POPs Protocol. Requires a notice and comment procedure regarding the addition of a new chemical to the POPs Convention or the LRTAP POPs Protocol. Allows the Administrator to issue regulations concerning such chemicals, including prohibiting their use to protect human health and the environment in a manner that achieves a reasonable balance of social, environmental, and economic costs and benefits. Requires the Administrator to publish: (1) a decision regarding the treatment of any new source categories that are not already listed under the Clean Air Act as major source categories; (2) notice of the development of action plans under the POPs Convention; and (3) a decision on whether to promulgate regulations for newly listed POPs or the status of a rulemaking if the Administrator has not made a decision about such POPs. Requires the PRC to review each nonpostal service offered by the Postal Service and determine whether that service shall continue and, if so, to designate whether the service shall be regulated as a market-dominant, competitive, or experimental product. Title II: Modern Rate Regulation - (Sec. 201) Directs the PRC to establish a modern system for regulating rates and classes for market-dominant products (all first-class mail, parcels, and cards, periodicals, standard mail, single-piece parcel post, media mail, bound printed matter, library mail, special services, and single-piece international mail). Requires the system to, among other things: (1) include an annual limitation on the percentage changes in rates; and (2) require the Postal Service to provide public notice, and the PRC to provide an opportunity for review of, rate adjustments at least 45 days before implementation. Directs the Secretary to convey specified land in Pinal county to the town of Superior, Arizona. Instructs Resolution Copper to deliver to the Secretary an executed document reviewed by, and acceptable to, the Secretary which grants a permanent conservation easement to the easement area (the surface estate of the Apache Leap Natural and Cultural Resource Conservation Easement Area) to one or more of the following grantees: (1) a qualified unit of government or Indian tribe; or (2) a land trust or other qualified organization. Requires Resolution Copper the grantee or grantees, in consultation with the town, the Secretary, interested Apache Indian tribes, and other interested parties, to determine whether the area covered by the easement should be managed to establish additional cultural and historic resource protections or measures. Directs: (1) the Secretary, in consultation with Resolution Copper, the town, and other interested parties, to construct in the Global Ranger District of the Tonto National Forest one or more replacement campgrounds for the Oak Flat Campground; and (2) the Secretary of the Interior to immediately convey to the Arizona State Parks Board approximately 2,000 acres of land under such Secretary's jurisdiction within the exterior boundary of the proposed Tam O'Shanter Area State Park for the establishment of such Park.
