Provides criteria for the measure of damages based upon certain circumstances and the conduct of the offending officer. Requires that claims for such injuries must first be presented and denied by the appropriate Federal agency before the claims may be brought against the United States. Makes the remedies provided under this Act exclusive of any other civil action. Deems such remedies an equally effective substitute for recoveries sought under the Constitution against the Federal employee in an individual capacity. Requires substitution of the United States as the party defendant upon certification by the Attorney General that the defendant Federal employee was acting within the scope of employment. Requires the annual report of an agency to include: (1) the number of requests made; (2) the number of fee waivers requested and granted; and (3) the average length of time to comply with requests and appeals. Prohibits any reallocation of expenditures which will reduce: (1) the expenditures under any program to a State by ten percent or more in a fiscal year; or (2) the Federal expenditure to Federal tax ratio of any State below 90 percent. Amends House and Senate rules to require the Clerk of the House of Representatives and the Secretary of the Senate, by April 15 of each year, to transmit to each individual subject to such financial reporting requirements a financial disclosure form, the text of the Ethics in Government Act of 1978, a copy of applicable rules, and any other useful materials. Directs the congressional committees having legislative jurisdiction for the provisions of such Act, as soon as practicable in the 100th Congress, to conduct oversight hearings and report to their respective Houses on: (1) the amendments made by this Act; and (2) the categories of valuation specified for reporting financial information under such Act.
