Requires that the Conference be planned and conducted under the direction of the Secretary of Health and Human Services, with cooperation and assistance, including assignment of personnel, by other Federal agencies. Requires the Conference to bring together Members of Congress, representatives of Federal, State, and local governments, and professional and lay people working in the child care field. Authorizes Conference participants, and participants in conferences and other activities leading up to the Conference at the local and State levels, to consider all the matters specified, with special consideration to recommendations for improving data collection so that adequate resources can be devoted to the solution of the problem. Requires the Conference, within 120 days following the date on which it is convened, to submit a final report to the President and the Congress. Requires that the findings and recommendations included in such report be made available immediately to the public. Directs the President, within 120 days after the submission of such report, to transmit recommendations to the Congress for administrative action and legislation necessary to implement the recommendations in the report. Requires such research to be conducted with individuals and groups who have worked directly with children in the study of emotional development. Prohibits the Secretary from conducting such research by obtaining information directly from, or conducting experiments directly with children. Requires such periodic reports to Congress. Amends the Federal Food, Drug, and Cosmetic Act to add prohibitions against the creation, manufacture, or distribution of (or the possesion with intent to create, manufacture, or distribute) imitation controlled substances. Sets forth certain penalties for the distribution of an imitation controlled substance by an adult to a minor. Amends the Controlled Substances Act to add prohibitions against specified activities involving the introduction of drug paraphernalia into interstate commerce. Amends the Foreign Assistance Act of 1961 and the Arms Exports Control Act to add requirements for foreign countries' cooperation in narcotics control as a condition of assistance under such Acts. Authorizes appropriations to carry out this Act for FY 1985 through 1989. Sets forth State eligibility provisions. Sets forth specified activities for which such State funding must be available. Limits the amount of any such challenge grant to a State in any fiscal year to the lesser of either: (1) 25 percent of the total amount made available by such State for such activities in the previous fiscal year; or (2) an amount equal to 50 cents time the number of children residing in such State. Prohibits projects receiving grant funds from: (1) requiring a minimum length of stay for shelter residents; or (2) censoring mail or telephone calls of shelter residents, or interfering in any way with reconciliation efforts, unless requested to do so by the resident. Requires States receiving grants to certify, within one year after receipt of such funds, to the Secretary that the State has a procedure for the eviction of an abusing spouse from a shared residence. Permits grant funds to be used to provide shelter and related assistance to victims of violence by individuals with whom they reside, provided that victims of family violence are first served. Authorizes the Secretary to make grants to Indian tribes and intertribal organizations for such projects for the prevention of family violence and for shelters and related assistance for victims and dependents. Directs the Secretary to report annually to Congress on all activities carried out under this Act. Requires that the voluntary reunion registry operate so as to provide a centralized nationwide capacity, utilizing computer and data processing methods. Requires that participation be voluntary by all parties involved. Provides for initiation of the locating process, by submission of an application to the agency or organization operating the system, by a biological parent, an estranged family member, or an adoptee over age 21. Provides that such process may also be initiated by a sibling or other biological relative of an adoptee or an estranged family member, whenever: (1) the biological parent of an adoptee or estranged family member is dead or missing; (2) such parent has consented in writing to the initiation of such process; or (3) the Secretary determines the circumstances to be appropriate after consideration of the privacy rights and interest of all parties who may be affected.
