Biaggi, Mario [D-NY-19] NY D B000432 59 Expresses the sense of the Congress that: (1) the National Conference of Commissioners on Uniform State Laws should develop a model State act (and interstate recognition and enforcement procedures) providing grandparents with adequate rights to petition in State courts for privileges to visit their grandchildren after a dissolution of the parents' marriage; (2) States should adopt such model State act; and (3) the Secretary of Health and Human Services, through the National Center for Child Abuse and Neglect, should provide technical assistance to States in developing guidelines which help determine the "best interests of the child" in such cases and which take into account the ability of grandparents to help satisfy such child's need for continuity of care. 2026-01-07T14:44:51Z
