Requires the Commission to hold a national symposium to bring together experts, professionals, and interested individuals to: (1) find solutions to prevent the disappearance of children and provide for the safe return of any missing children; (2) disseminate information and assistance to citizens, agencies, and the government; (3) make recommendations to the President and Congress for legislative changes; and (4) make recommendations for a program to coordinate and assist those concerned with missing children. Directs the Commission to submit a comprehensive report incorporating specific recommendations to the President and the Congress. Requires the Commission to terminate 18 months after its inception.
