Directs the Secretary of the Interior to file with the appropriate congressional committees maps of the floodway, and to provide each State or Federal agency affected by such floodway system with copies of such maps. Directs the Secretary to withhold payments to any applicant that fails to comply with the terms of its application until the Secretary is satisfied that there is no longer any failure to comply. Requires the Secretary to submit an annual report of this grant program to the President and Congress. Directs the Secretary of the Army, acting through the Chief of Engineers, to: (1) evaluate ongoing studies of water resources problems; (2) select such studies with the highest potential for nonstructural solutions; and (3) ensure that nonstructural alternatives are emphasized in the planning of such studies. Requires the Secretary, acting through the Chief of Engineers, to expedite such planning and to submit to Congress an annual report on the progress made in identifying and implementing nonstructural and primarily nonstructural water resources projects.
