Authorizes the Secretary to file such petitions on behalf of any group of workers, as well as by a group of workers or their representative. Requires the Secretary to certify a group of workers as eligible to apply for adjustment assistance if: (1) sales or production at their place of employment decrease or threaten to decrease due to increased imports competitive with articles (a) produced by such firm or (b) to which such firm supplies essential parts or services; or (2) a significan number of workers have been separated as a result of the opening by the workers' firm of facilities in a foreign country. Treats as firms, for purposes of such determinations, entities engaged in the retail sale of domestically-manufactured automobiles which are not domestically owned or controlled. Directs the Secretary to provide information to the Secretary of Commerce regarding petitions for adjustment assistance filed by workers when the workers' firm has also filed for such assistance. Stipulates that no adjustment assistance shall be provided a worker until sales or production at the worker's firm have decreased absolutely. Provides for trade readjustment allowances to be made to workers who: (1) had been employed at least 26 weeks in the year prior to separation or 40 weeks in the two years prior to separation; and (2) were part of a group certified as eligible for such assistance.
