Directs the Secretary of Commerce to allocate the permissible quantity of automobile imports among supplying countries on the basis of each such country's share of the U.S. market during calendar year 1979 and to certify such allocations to the Secretary of the Treasury. Directs the Secretary to ensure that domestic retail dealers of each make of automobile receive a quantity based on their 1979 market share.
