Requires the U.S. Trade Representative (USTR) to consult with Canada, Sweden, and Taiwan for the purpose of negotiating bilaterial steel arrangements with such countries. Restricts imports of steel from such countries if such consultations do not result in the successful negotiation of arrangements within 90 days of enactment of this Act. Authorizes the USTR to waive or modify such restrictions if it is in the national economic interest to do so. Requires the USTR to review such decision semiannually and, if appropriate, reimpose such restrictions. Requires the USTR to report to the appropriate congressional committees on such decisions and reviews. Requires the Secretary of Commerce to monitor imports under the bilateral arrangements in order to determine whether import restrictions are being complied with. Exempts a country from such negotiation requirement if: (1) the President determines that there is no credible evidence that U.S. manufacturers of large electrical equipment have been denied in that country market opportunities which are substantially equivalent to the market opportunities available in the United States for such equipment from that country; and (2) a sale of one or more kinds of certain large U.S. manufactured electrical equipment was made in such country during the three years preceding enactment of this Act. Defines large electrical equipment as large transformers, generators, and steam turbines. Declares that the goal of such negotiations is the attainment of fully competitive market opportunities for U.S. manufacturers of large electrical equipment. Requires the President to report to the Congress on such negotiations every two years. Amends the Tariff Act of 1930 to provide that in antidumping actions relating to such electrical equipment the requirement of showing that sales at less than fair market value occurred is satisfied by showing that sales have been made in the United States of foreign manufactured large electrical equipment. Provides that this Act does not prohibit a duty-free sales enterprise from offering for sale and delivering to individuals departing from the customs territory merchandise other than duty-free merchandise. Declares that merchandise purchased in a duty-free sales enterprise is not exempt from duty under the Tariff Schedules of the United States if such merchandise is brought back to the customs territory. Requires the Bank to report to the Congress by April 15, 1988, on such measures. Declares that the Bank's terms and conditions need not be identical in all respects to those offered by foreign countries. Requires the Bank to provide medium-term risk protection coverage through multiple exporter organizations for the members and clients of such organizations. Prohibits the denial of access to Bank financing, guarantee, and insurance programs solely because the entity seeking access is not a bank or is not a U.S. person. Prohibits assistance under the Export-Import Bank Act of 1945 to Marxist-Leninist countries defined as countries which: (1) maintain a centrally-planned economy based on the principles of Marxism-Leninism; or (2) are dependent on the Soviet Union or any other Marxist-Leninist country. Prohibits the issuance of any such letter of offer and export license and the making of any such lease or loan to: (1) the North Atlantic Treaty Organization, any member country of such Organization, Japan, Australia, New Zealand, or any country which is a party to the Camp David Accords, or an agreement based on such Accords, if the Congress enacts a joint resolution of disapproval within 15 days of receiving the certification; and (2) to any other country or international organization unless the Congress enacts a joint resolution or other provision of law authorizing such sale, export, lease, or loan.
