Provides, for purposes of the Schedules, that: (1) the term "plastics" refers to modified bitumen used in roofing membranes; and (2) cord, fabric, wire, or non-rubber or non-plastic reinforcing or traction-increasing media shall be disregarded in determining the component material of chief value in prefabricated modified bitumen roofing membranes.
