Requires the President, 120 days after enactment of this Act, to direct the implementation by the United States of the comprehensive freeze which shall continue so long and to the extent that the Soviet Union acts in a reciprocal mannner. Provides for the allocation of personnel as may be appropriate to ensure continued progress toward the goal of a comprehensive halt in the nuclear arms race.
