Defines "animal biological product" as any product (e.g. a vaccine, bacterin, antiserum, antitoxin, toxoid, allergen, or diagnostic antigen, but excluding antibiotics or hormones) which is prepared from, derived from, or prepared with micro-organisms, or the growth products of micro-organisms, or animal tissues, or animal fluids, or other substances of natural or synthetic origin, and which is intended for use in the prevention, diagnosis, treatment or cure of animal diseases through a specific immune process. Provides for the issuance, or denial, of establishment licenses (for establishments producing animal biological products), product licenses, and import permits. Provides for the suspension and revocation of such licenses and permits, and for judicial review of suspensions and revocations. Authorizes the Secretary to obtain, without charge, prerelease samples of a biological product to test and examine such products to determine whether it is pure, safe, potent, and efficacious, and otherwise in compliance with this Act. Permits the Secretary to issue, without hearing, a "Stop Sale, Transport, or Use" order, for a period not to exceed 30 days, whenever the Secretary has reason to believe that a biological product is misrepresented or unsatisfactory, or otherwise not in compliance with this Act. Provides for the seizure, condemnation, and destruction of such a product in a judicial proceeding. Prohibits the taking of seals within such Refuge and that part of the fishery conservation zone extending seaward of the Pribilof Islands, Alaska. Prohibits the use of gill nets within such part of the fishery conservation zone from June through September. Permits Pribilof Islands natives to take seals for subsistence purposes. Sets forth sanctions for violations of these provisions. Directs the Secretary to employ, to the greatest extent possible, Pribilof Islands natives as rangers and guides. Directs the Marine Mammal Commission to monitor annually the fur seal population within the Refuge and report the results and any recommendations for fur seal conservation. Title III: Advisory Council; Social Services Programs - Provides for the establishment of an advisory committee to study and recommend to Congress alternative means of developing a livelihood for Pribilof Islands natives in lieu of the taking of seals, upon the termination of the Convention, including the making available of funds which would have been appropriated if the taking of seals had not been prohibited. Requires the Secretary of the Interior to assure that the income of Pribilof Islands natives engaged in the taking of seals be maintained, after the prohibition on the taking of seals takes effect. Makes States eligible for matching funds under the existing fish and wildlife restoration programs if their plans are approved by the Secretary. Appropriates funds for such grants for fiscal years 1981 through 1983. Provides that 80 percent of such funds shall be used for projects which propose innovative and promising approaches for providing informational services to the public, 5 percent for the evaluation of the grant program, and the remainder to be used in a manner the Commissioner deems appropriate. Authorizes the Secretary of the Interior and the Secretary of Commerce to suspend, modify, or cancel any Federal license or permit for hunting, fishing, importing, or exporting fish, wildlife, or plants or operating a quarantine station or rescue center for imported wildlife or plants issued to any person who is convicted of a criminal violation of this Act. Declares that all fish, wildlife, or plants transported, sold, or acquired in violation of this Act and all vehicles and equipment used in such offense shall be subject to forfeiture to the United States. Specifies that such vehicles and equipment shall be subject to forfeiture only if the owner, master, or conductor was a consenting party to the alleged illegal act. Authorizes the Secretaries of the Treasury, the Interior, Commerce, and Transportation to utilize by agreement the personnel and facilities of any Federal or State agency to enforce this Act. Requires Federal agencies to insure that agency actions are not likely to jeopardize endangered or threatened species, using the best scientific and commercial data available. Requires such agencies to confer with the Secretary concerning actions which may jeopardize endangered or threatened species. Permits anyone seeking an exemption for an agency action to conduct a biological assessment to identify endangered or threatened species likely to be affected by such actions. Revises the procedure for considering applications for such exemptions. Stipulates that grants of such exemption shall be permanent, even if the species was not identified in the required biological assessment. Specifies exceptions to such permanent grant of exemption. Repeals the provision making it unlawful for fish or wildlife importers or exporters to fail to file any required reports. Designates the Secretary as the Management Authority and the Scientific Authority for purposes of the Convention on International Trade in Endangered Species of Wild Fauna and Flora, acting through the U.S. Fish and Wildlife Service. Establishes within such Service the Endangered Species Scientific Authority Commission to make recommendations concerning the responsibilities of the Scientific Authority. Establishes criminal penalties for: (1) engaging in trapping without a permit issued pursuant to this Act; (2) violating any condition of such permit; (3) violating any regulation of the Secretary relating to trapping; (4) selling or transporting in interstate commerce an unapproved trap; (5) falsifying the shipping certificate; or (6) conveying any package under this Act without affixing the shipping certificate or affixing a false certificate. Authorizes the Secretary to enter into cooperative agreements with States with respect to the imposition of trapping regulations consistent with those prescribed under this Act.
