For the purposes of U.S. policies and activities relating to Tibet, this bill defines Tibet to include the TAR and the Tibetan areas of the Qinghai, Sichuan, Gansu, and Yunnan provinces. (Generally, when China's government refers to Tibet, it means only the TAR, while Tibetan exile groups consider historical Tibet to include the TAR as well as areas in the provinces included in this bill's definition. China's government formally established the TAR in 1965.) Furthermore, the objectives of the Office of the U.S. Special Coordinator for Tibetan Issues shall include working to ensure that U.S. government statements and documents counter disinformation about Tibet by China's government and the Chinese Communist Party, including disinformation about Tibet's history and institutions. The bill also authorizes the office to take other actions to counter such disinformation. [R-ID] ID R R000584 1 Venezuelan Democracy Act This bill requires or authorizes various actions, including sanctions, targeting the current government of Venezuela and any nondemocratic successor government. The bill also authorizes certain types of assistance for the people of Venezuela and to support democracy-building efforts. Under this bill, the President (1) must impose property-blocking sanctions on Venezuela; and (2) may withhold U.S. foreign assistance or arms-related assistance from any country that provides assistance to the government of Venezuela. The bill also prohibits U.S. persons (individuals or entities) from engaging in transactions involving (1) the debt of Venezuela's government, or (2) any digital currency issued by Venezuela's government. Additionally, the Department of the Treasury must oppose Venezuela's admission to certain international financial institutions (such as the International Monetary Fund) and to withhold certain payments to such institutions if they approve loans or other assistance to Venezuela. Some of the actions required under this bill, including the imposition of sanctions, may be modified or suspended if the President determines that a transition government is in power in Venezuela. Criteria for a determination that a transition government is in power include full reinstatement of the National Assembly convened on January 6, 2016, and public commitments to organizing free and fair elections. Sanctions under this bill shall be terminated if the President determines that a democratically elected government is in power. If the President certifies that the HKETOs continue to merit such privileges and immunities, the HKETOs may continue operations for another year, unless Congress enacts a joint resolution disapproving of the certification. The President may also revoke the application of such privileges and immunities to the HKETOs. These sanctions shall also apply to larger social media companies involved with countries or persons (entities or individuals) of concern, generally defined as any foreign government or person engaged in activities adverse to U.S. security and safety and includes specific countries such as China, Russia, and North Korea. For the purposes of this bill, a person of concern also includes private companies and individuals domiciled in a country of concern and subject to the substantial influence of the government. Cassidy, Bill [R-LA] LA R C001075 0 Breaking Russia's Energy Addicted Kleptocracy and Punishing Uncivil Tyrant Invading Neighbor Act of 2022 or the BREAK PUTIN Act of 2022 This bill requires the President to take steps to sanction entities involved in the purchase of crude oil produced in Russia and to increase the production and refining of crude oil in the United States. Specifically, the bill requires the President to block the U.S. property of (1) any foreign person who knowingly purchased Russian crude oil; or (2) any foreign financial institutions, insurance companies, brokering services, international trading houses, port operators, or shipping companies that facilitated any significant financial transaction for the purchase of Russian crude oil. The bill also directs the President to establish a task force to combat evasion of these sanctions. 2023-09-11T20:00:30Z
