Requires: (1) the DHS Inspector General to review relevant databases to assess the implementation of internal controls; (2) the Secretary to biennially certify that such controls are in place; (3) entities receiving assistance to periodically report to the disbursing federal agency; (4) the Secretary to implement a waste, fraud, and abuse detection and prevention training program; (5) agencies disbursing assistance to attempt to confirm the applicant's identity and eligibility; and (6) the Small Business Administration (SBA) Administrator to collect, verify, and maintain information regarding applicant eligibility for loans to recover from an emergency. Directs the Secretary to: (1) require contractors to submit information on performance before awarding, renewing, or extending a contract; and (2) maintain a database of small business entities for federal emergency-related contracting. Establishes within the Office of Inspector General the position of Deputy Inspector General for Response and Recovery to conduct audits and investigations and to establish a Fraud Task Force. Requires that such a program: (1) apply to workers or volunteers, clean up workers, residents of the area, and persons who are employed in or who attend school in the area; (2) ensure that such individuals are informed about and protected against potential health impacts of any such substance in a timely manner, are monitored and studied for any health impacts, and receive health care referrals; and (3) ensure that information from any such monitoring and studies is used to prevent or protect against similar health impacts. Requires the President to take appropriate measures to protect the privacy of any participant in a registry or study. Gives priority in any registry or study to the protection, monitoring, and study of the heath and safety of individuals with the highest level of exposure to a substance of concern. Allows the President to carry out such a program through a cooperative agreement with a medical institution. Authorizes the Secretary to allocate funds for UASI grants based on: (1) a quantitative assessment of the threats addressed, the vulnerability of persons and critical infrastructure to such threats, and the economic consequences if an attack occurs; and (2) the sustainability and effectiveness of grant activities. Flood Insurance Reform and Modernization Act of 2006 - (Sec. 4) Amends the National Flood Insurance Act of 1968 (Act) to require the Director of the Federal Emergency Management Agency (FEMA) to estimate the exclusion of prospective insureds from purchasing flood insurance at rates less than specified risk premium rates for certain properties, including: (1) property which is not the primary residence of an individual; (2) severe repetitive loss property; (3) property that has incurred flood-related damage in which the cumulative amounts of payments equaled or exceeded its fair market value; (4) any business property; and (5) any property which on or after enactment of this Act has experienced or sustained substantial damage exceeding 50% of its fair market value, or substantial improvement exceeding 30% of its fair market value. Prohibits the Director from providing flood insurance to prospective insureds for new or deliberately lapsed policies at rates less than estimated risk premium rates. (Sec. 5) Instructs the Director to issue final regulations establishing a revised definition of areas of special flood hazards for purposes of the National Flood Insurance Program not later than 90 days after enactment of this Act. Subjects certain residual risk areas to the mandatory purchase requirements of the Flood Disaster Protection Act of 1973. (Sec. 6) Permits adjustment of the risk premium rate in order to reflect the flood risk of property located in an area participating in the national flood insurance program. Requires each such owner or operator to: (1) report to the Secretary with a vulnerability assessment and a prevention, preparedness, and response plan; (2) establish a safety and security committee for that source if it has 15 or more full-time equivalent employees; and (3) annually provide each employee with four hours of training regarding requirements of this Act.
