NETWORK believes the Affordable Care Act has been a success. Under the law, 20 million Americans have gained health care coverage including vulnerable families and individuals through the expansion of MEDICAID and access to premium subsidies under the ACA. NETWORK strongly believes that all states should immediately expand Medicaid coverage to provide care for low income Americans. NETWORK believes any changes to the Affordable Care Act must immediately result in an equitable replacement that maintains or improves access to stable, affordable, quality healthcare and healthcare coverage. NETWORK opposes any effort to alter the Medicaid Program by replacing the current entitlement structure to a "Per Capita Cap or Block Granting"scheme. Those changes would severely cut federal funding for Medicaid and thus millions of vulnerable Americans would lose coverage. NETWORK strongly supported the 10 year extension of the Children's Health Insurance Program (CHIP) to ensure health coverage for 8.9 million children who rely on the program. NETWORK urges the Centers for Medicare and Medicaid Services to prioritize outreach and enrollment efforts for the 2019 open enrollment period. NETWORK strongly opposes the Department of Health and Human Services guidelines allowing states to condition access to Medicaid on employment.
