NETWORK strongly believes that all states should immediately expand Medicaid coverage to provide care for low income Americans. \n\nNETWORK believes any changes to the Affordable Care Act must immediately result in an equitable replacement that maintains or improves access to stable, affordable, quality healthcare and healthcare coverage.  \n\nNETWORK opposes any effort to alter the Medicaid Program by replacing the current entitlement structure to a \"Per Capita Cap or Block Granting\"scheme.
