412419 105-hr-2 1997-05-01 POINT OF ORDER - Mr. Watt made a point of order against the amendment in the nature of a substitute recommended by the Committee on Banking and Finance now printed in the bill as an original bill on grounds that it imposed an unfunded mandate upon the states in excess of $55 million and was, therefore, in violation of sec. 425(a) of the Congressional Budget Act. The Chair announced that, in accordance with sec. 426(b) of the Act, Mr. Watt had met the threshold burden to identify the specific language in the amendment on which the point of order was predicated (secs. 105 and 106 of the amendment, on pages 25-49 of the reported bill.)
