Directs such three judge panels, when ruling in involuntary student transportation actions, to include in their orders or decisions specific findings of fact on the adequacy or inadequacy of alternatives to forced busing, the probable effects of such busing on the quality of education in the district, and its effect on desegregation through shifts in the racial composition of the school district. Requires that the supervision of any courts order regarding the transportation of students be conducted by a panel of three judges. Specifies procedures for designation of panel members. Prohibits such funds from being commingled with State or local funds. Outlines procedures for payment of funds to the States, and the uses, varying with each fiscal year, to which the funds may be put. Directs the Commissioner, consistent with the terms of this Act, to make whatever provisions may be necessary to insure participation on an equitable basis of children enrolled in private elementary and secondary schools. Requires the Office of Career Education to be the administrative agency for the review of State plans, applications, and reports and to provide technical assistance in their improvement whenever necessary. Authorizes the Secretary of Health, Education, and Welfare to make grants to a local education agency which demonstrates that: (1) for bona fide budgetary reasons it has been forced to reduce the expenditure of funds for essential elementary and secondary education services, making it impossible to maintain such services at a quality level; and (2) that it or the local government unit responsible for providing its revenues has made bona fide efforts to raise the revenue necessary to support essential elementary and secondary educational services and maintain quality education. Makes financial assistance under this Act available for essential elementary and secondary educational services, programs, and projects of the local education agency which had been funded by such agency previously and which the Secretary determines are essential for providing quality elementary and secondary educational services. Requires any local education agency desiring to receive assistance under this Act to submit to the Secretary an application in such form and containing such information as the Secretary shall require by regulation.
