Directs the Foundation to provide for the conduct of a nationwide competition for the purpose of selecting Truman Scholars. Establishes in the Treasury of the United States a trust fund to be known as the Harry S. Truman Memorial Scholarship Trust Fund. Prescribes the procedures for expenditures from the fund. Requires that the President appoint, during 1978, a Panel of Consultants on Vocational Education to review the administration of vocational education programs. Establishes a National Advisory Council on Vocational Education to perform specified functions, including to advise the President, Congress, Secretary of Health, Education, and Welfare, and the Commissioner concerning vocational education programs supported under this Act and the Higher Education Act. Defines the term "federally recognized approving entity" as an entity relied upon by any Federal officer or agency in connection with a program: (1) of Federal assistance to postsecondary educational institutions by way of grants or contracts, loans, or loan insurance or guarantee; (2) of Federal assistance to students at postsecondary educational institutions by way of grants; loans, loan insurance or guarantee, or work programs; or (3) under which continuation of Federal payment is conditioned on attendance at a postsecondary educational institution approved or accredited by an approving entity. Directs the Secretary of Health, Education, and Welfare, through the Advisory Committee on Accreditation and Institutional Eligibility, to conduct a study of the operation and effectiveness of the various federally recognized approving entities. Requires the Secretary to make such interim reports of his activities, findings, and recommendations as he may deem appropriate and to make a final report to the President and the Congress not later than December 31, 1975. Sets limitations on such deduction, including that: (1) no deduction shall be allowed unless the individual is a full-time student above the secondary level at an eligible educational institution; (2) the deduction shall be allowed for amounts only to the extent that such amounts do not exceed $2,000; and (3) no deduction shall be allowed for amounts paid for tuition and fees for the spouse of the taxpayer unless the taxpayer is entitled to an exemption for his spouse or the taxpayer files a joint return. Provides that no deduction shall be allowed for any amount paid for any personal or living expense. States that the amount of the deduction shall be reduced by the amount by which the adjusted gross income of the taxpayer, and his spouse, if any, for such year exceeds $23,500. Increases the loan limitations for undergraduate students to $2500 in one year and for graduate or professional students to $5000 in one year. Increases the total amount any student may borrow to $25,000. Extends the maximum allowable repayment period for federally insured loans from 10 to 15 years, this period to begin nine months after graduation.
