The bill also limits the scope of an annual reporting requirement for enforcement relating to unsolicited facsimile advertisements. The bill requires voice service providers to develop call authentication technologies. The Federal Communications Commission (FCC) shall promulgate rules establishing when a provider may block a voice call based on information provided by the call authentication framework, but also must establish a process to permit a calling party adversely affected by the framework to verify the authenticity of their calls. The FCC shall also initiate a rulemaking to help protect a subscriber from receiving unwanted calls or texts from a caller using an unauthenticated number. This bill requires the Department of Justice to assemble an interagency working group to study and report to Congress on the enforcement of the prohibition of certain robocalls. Specifically, the working group will look into how to better enforce against robocalls by examining issues like the types of laws, policies, or constraints that could be inhibiting enforcement. The bill requires the FCC to initiate a proceeding to determine whether its policies regarding access to number resources could be modified to help reduce access to numbers by potential robocall violators. 2023-01-11T13:40:45Z

DHS shall make such policy publicly available and submit a copy to Congress with the required remediation process. (Sec. 102) DHS shall establish, within the Office of the Chief Information Officer, a bug bounty pilot program to minimize security vulnerabilities. "Bug bounty program" means a program under which: (1) individuals, organizations, and companies are temporarily authorized to identify and report vulnerabilities of DHS information systems; and (2) eligible individuals, organizations, and companies receive compensation in exchange for such reports. TITLE II--FEDERAL ACQUISITION SUPPLY CHAIN SECURITY Federal Acquisition Supply Chain Security Act of 2018 (Sec. 202) This bill establishes a Federal Acquisition Security Council. The council shall: (1) identify and recommend development of supply chain risk management standards, guidelines, and practices for assessing and developing mitigation strategies to address supply chain risks; and (2) develop a strategic plan for addressing supply chain risks posed by the acquisition of certain technology and equipment (covered articles). (Sec. 203) The bill sets forth standards for executive agencies in assessing supply chain risks and extends to such agencies authorities for mitigating supply chain risks in the procurement of covered articles. Within 60 days before the first day of the annual coordinated election period for an MA plan, an MA organization may remove a provider from the plan only if the provider is: (1) medically negligent, (2) in violation of a legal or contractual requirement, or (3) otherwise unfit to furnish items and services as required. An MA organization may remove a provider from an MA plan only after the completion of a fair notice and appeal process. Additionally, the MA organization must: (1) provide written notification of the removal to each enrollee receiving items or services from the provider, and (2) ensure that the removal satisfies certain continuity of care requirements. The bill also establishes network adequacy requirements. Specifically, when establishing a plan network, an MA organization shall consider specified factors related to provider availability and the timely provision of care. Furthermore, an MA organization must annually certify to the Centers for Medicare & Medicaid Services that providers in each of its plan networks are able to provide services and meet enrollees' needs as required. The bill amends the Fixing America's Surface Transportation Act to apply the Act's accelerated environmental review and permitting procedures to the construction of infrastructure that captures, utilizes, or sequesters carbon dioxide and the construction of carbon dioxide pipelines. The Council on Environmental Quality (CEQ) must publish guidance to: (1) facilitate reviews associated with the deployment of carbon capture, utilization, and sequestration projects and carbon dioxide pipelines; and (2) support the efficient, orderly, and responsible development of such projects and pipelines. The CEQ must also establish at least two task forces to identify permitting challenges that permitting authorities and project developers and operators face and improve the performance of the permitting process and regional coordination. 2023-01-11T13:40:46Z
