(Sec. 1003) Authorizes the Secretary of the Army (Secretary) to carry out a program to restore the ecosystem of the Louisiana Coastal Area, including by making modifications necessary to the five near-term critical ecosystem restoration features identified in the Chief's report dated January 31, 2005, due to the impact of Hurricanes Katrina and Rita on the project areas. Authorizes the Secretary to conduct: (1) a demonstration program within the applicable project area to evaluate new technologies; and (2) a program for the beneficial use of dredged material.
