Requires the plan to compliment the Corridor's management plan. Makes the Corporation the management entity for the Corridor, assuming the Commission's duties in implementing the management action plan. Authorizes the Corporation to use federal funds to make grants to and enter into cooperative agreements with Pennsylvania, local governments, nonprofit corporations, and individuals. Requires the Secretary of the Interior to conduct a special resource study of sites and associated landscape features within the Corridor, including resources of the greater anthracite region of Pennsylvania covered by other designated national heritage areas, that contribute to the understanding of the Corridor's national siginificance. Requires the Secretary, in coordination with the Corporation, to evaluate and report to specified congressional committees on the possibility of: (1) designating one or more sites or landscape features as a unit of the National Park System; and (2) coordinating and complementing actions by the Corporation, Pennsylvania, local governments, and nonprofit agencies in the preservation and interpretation of significant resources within the Corridor and greater anthracite region. Specifies feasibility criteria, including that an Area has an assemblage of natural, historic, or cultural resources that tell a nationally important story. States that designation of an Area shall be: (1) by Act of Congress; and (2) contingent on the prior completion of a feasibility study and an affirmative determination by the Secretary that the area meets such criteria. Sets forth requirements for Area management plans. Instructs local coordinating entities to submit plans to the Secretary for approval. Specifies approval criteria, including that resource protection and interpretation strategies would adequately protect, enhance, and interpret the natural, historic, scenic, and cultural resources of the Area. Requires local coordinating entities to submit annual reports on performance goals, accomplishments, finances, and expenditures. Sets forth such entities' authority for using federal funds. Authorizes appropriations for such Areas. Establishes the Raritan Bay Stewardship Advisory Committee, which shall: (1) identify 20 initial Raritan Bay stewardship sites; (2) seek to ensure an equal distribution of funds between New York and New Jersey for the initial sites (authorizes site owners to apply to have the sites identified as stewardship sites); (3) identify additional recreation areas and natural areas with ecological value as potential stewardship sites; (4) publish a list of sites that further the purposes of this Act; (5) apply an adaptive management framework to the process of updating the list; and (6) report annually for FY2007-FY2014 on recommended sites and recommended grants for securing and improving sites. Amends the Mineral Leasing Act to revise regulation of surface-disturbing activities. Redesignates the Minerals Management Service as the National Ocean Resources and Royalty Service.
