Creates within the Fund the National Park Backlog Elimination Fund, the Natural Resource Challenge Fund, and the Cultural Resource Challenge Fund. Authorizes appropriations for a public awareness campaign about the Fund and the ability of taxpayers to make tax-related contributions. Requires a specified percentage of Fund deposits to be used: (1) for the elimination of the backlog of unmet needs in the national parks as identified in the Facility Condition Index of the National Park Service (NPS); (2) to protect natural resources within the parks; and (3) to protect cultural resources within the parks. Requires a majority of such percentages to be distributed to those national parks that have completed comprehensive business plans under the Business Plan Initiative of the NPS. Directs the Government Accountability Office annually to submit a report on the National Park System to specified congressional committees. Prohibits clearcutting or other even-age logging operations on any stand or watershed on certain Federal land, National Forest System land, and National Wildlife Refuge System land. Provides for Federal enforcement and a private right of action. Designates special areas which shall be subject to restrictions on road construction and logging in Alabama, Alaska, Arizona, Arkansas, California, Colorado, Georgia, Idaho, Illinois, Michigan, Minnesota, Missouri, Montana, New Mexico, North Carolina, Ohio, Oklahoma, Oregon, Pennsylvania, South Carolina, South Dakota, Tennessee, Texas,Vermont, Virginia, Wisconsin, and Wyoming. Requires the Secretaries concerned to appoint a committee of independent scientists to recommend additional special areas. Restricts road construction and logging on Federal land in ancient forests, special areas, roadless areas, and watershed protection areas. Authorizes appropriations for a grant to Idaho's Off Road Motor Vehicle Program. Designates specified parcels of Federal land in Idaho as wilderness areas and components of the National Wilderness Preservation System (NWPS). (Sec. 4) Directs the Secretary to conduct sudden oak death syndrome management, treatment, and fire prevention activities, including: (1) firefighting and emergency response improvements; and (2) local government grants for tree removal, disposal, and recycling, restoration and mitigation projects, green waste treatment facilities, reforestation, and resistant tree breeding. (Sec. 5) Directs the Secretary to conduct outreach and education activities, including: (1) educational materials development and distribution, including a website; and (2) financial and technical support to States, local governments, and nonprofit organizations providing information on sudden oak death syndrome.
