Authorizes any person who has been injured by a violation of this Act to commence a civil action: (1) for actual damages resulting from such violation and, in the case of any knowing, willful and reckless violation, punitive damages up to $50,000; or (2) to enjoin any person alleged to be in violation of such provision. Authorizes the Commission to secure information and employee services from government agencies and entities. Directs the Commission to consult with appropriate organizations with respect to the international regulation of professional boxing. Requires the Commission to report annually to the Congress. Requires the Commission to establish a national computer data base for the collection, storage, and retrieval of certain boxing information. Directs the Commission to enter into discussions with foreign professional boxing organizations to propose adoption of standards similar to the minimum Federal boxing standards to professional boxing matches in foreign countries. Requires the Commission to reimburse the United States for amounts appropriated to it. Prohibits the Commission from: (1) entering into contracts for the television distribution of professional boxing matches; or (2) promoting professional boxing matches or rank professional boxers. Authorizes counties or other governmental entities to receive funds to cover up to 60 percent of the cost of acquiring lands, waters, or interests, following adoption of a plan and through September 30, 1996. Treats Indian tribes and Alaska Native Village Corporations collectively as one State for purposes of receiving outdoor recreation assistance and provides for a competitive grant program for the receipt of such assistance. Limits the total amount to be received by any one tribe or corporation.
