Under the bill, each chief state election official must disclose to the EAC the identity of any foreign national known by that official to have (1) physically handled either ballots used in an election for federal office or voting machines, (2) had unmonitored access to a storage facility or centralized voting-tabulation location used to support an election, or (3) had unmonitored access to election-related information or communications technology. During the COVID-related declared public health emergency and for one year after, ICE, CBP, and ORR shall publicly post on a website certain data about its detention facilities, including COVID-19 testing numbers for detained individuals and detention facility staff, COVID-19 case outcomes, and COVID-related information about detained individuals who were released or removed from the United States. The Centers for Disease Control and Prevention (CDC) shall issue guidance as to the COVID-related data that ICE, CBP, and ORR must collect and report weekly to the CDC. The CDC shall periodically report to Congress a summary of this data and an analysis of the trends and pattern of the spread of the disease. ICE, CPB, and ORR shall also ensure that each detained individual receives all medical records related to any COVID-19 test administered to the individual. ICE, CPB, and ORR shall also report to Congress on (1) the COVID-19 safety protocols in their facilities, and (2) their efforts to ensure that each detained individual has access to legal counsel. The bill also extends dependent child benefits under the OASDI program to specified family members other than grandparents or step-grandparents, including in cases where a court grants custody of the dependent child to an eligible family member. To receive benefits under current law, either both parents must be disabled or deceased or a grandparent or step-grandparent must legally adopt the dependent child. The bill also temporarily increases income and resource limits for the SSI program, thereby temporarily expanding eligibility.
