Requires the Secretary to certify a group of workers as eligible to apply for adjustment assistance if: (1) sales or production at their place of employment decrease or threaten to decrease due to increased imports competitive with articles (a) produced by such firm or (b) to which such firm supplies essential parts or services; or (2) a significan number of workers have been separated as a result of the opening by the workers' firm of facilities in a foreign country. Treats as firms, for purposes of such determinations, entities engaged in the retail sale of domestically-manufactured automobiles which are not domestically owned or controlled. Directs the Secretary to provide information to the Secretary of Commerce regarding petitions for adjustment assistance filed by workers when the workers' firm has also filed for such assistance. Stipulates that no adjustment assistance shall be provided a worker until sales or production at the worker's firm have decreased absolutely. Authorizes the Chief of Engineers to develop, improve, and maintain the Nation's rivers, harbors, and other waterways, at such depths and dimensions and with such facilities determined to be economically justified and engineering feasible and otherwise sufficient to insure the safe and efficient conduct of defense transportation or foreign and domestic commerce. Requires the Chief of Engineers, prior to initiation of any such work, to submit to Congress final environmental impact statement for such improvements. Requires assignment of property to the class which has a recovery period at least 40 percent shorter than its present midpoint useful life under the Asset Depreciation Range (ADR) system. Permits the taxpayer to elect placement of any item of property in the class with the next longer recovery period than the class to which it would otherwise belong. Defines the recovery percentage as the percentage (100 percent, 150 percent, or 200 percent) selected by the taxpayer for a class of items, divided by the number of years in the corresponding recovery period. Requires a taxpayer to establish a recovery account for each class of recovery property. Sets forth formulae for additions to and reductions in such account. Denies eligibility for the deduction to livestock, property subject to amortization, property depreciable on a basis other than time, public utility property, oil or gas fired boilers, and property used predominantly outside the United States. Increases from 20 percent to 30 percent the ADR variance from class life for public utility property. Shortens useful life requirements for investment tax credit property. Provides penalties for disclosure of information by employees of the Commission. Authorizes civil actions in U.S. district courts by the Commission if a conciliation agreement cannot be secured from the insurer. Allows an aggrieved person to institute a civil action against the insurer if the Commission has not instituted a civil action within certain time periods.
