Alexander, Bill [D-AR-1] AR D A000103 0 Rice Act - Title I: Rice - Directs the Secretary of Agriculture, under the provisions of the Agricultural Adjustment Act of 1938, to establish for each of the 1975 through 1977 crops of rice a national acreage allotment which shall be the number of acres which will produce an amount of rice equal to the estimated domestic consumption and exports (less imports) of rice for the marketing year beginning in the year in which the crop is to be produced, adjusted to maintain adequate supplies or to prevent excessive carryover stocks. Requires that the national acreage allotment shall not be less than two million acres. Directs the Secretary to allocate the national acreage allotment on the basis of the rice allotments established for the preceding crops, as equitably adjusted. Provides for reserving a portion of the rice allotment for apportionment to new rice farms and new rice producers. Sets forth criteria for reducing the rice allotment. Authorizes the Secretary to transfer for any year because of natural disaster all or a part of such rice acreage for any farm in the county or in any other nearby county on which one or more producers on the farm from which the transfer is to be made will be engaged in the production of rice and will share in the proceeds in accordance with such regulations as the Secretary may prescribe. Directs the Secretary to permit the owner and operator of any farm for which a farm acreage allotment has been established to sell or lease all or any part to any other owner or operator of a farm in the same State, or to transfer all or any part of such allotment to any other farm owned or controlled by him if in the same State. Exempts from the wage freeze all workers whose earnings are substandard or who are members of the working poor. Specifies that this Act shall not preclude any increase in wages required by the Fair Labor Standards Act or other preexisting wage determinations. Authorizes the Secretary of the Treasury to promulgate regulations for the administration of this Act. Defines the terms used in the Act. Provides special rules with respect to the filing status of individuals under this Act. Provides for the coordination of allowances and credits authorized by this Act with those authorized under the educational opportunity grant program of the Higher Education Act of 1965. Authorizes to be appropriated such sums as are necessary to carry out the provisions of this title. States that gross income does not include, for the purposes of this title, amounts received by recipients as allowances for basic living expenses. Authorizes the Commission to issue exemptions from the provisions specified above with respect to: (1) any foreign investors or class of American businesses, except that in no case may the Commission issue an exemption under this subsection with respect to any American business which it finds affects national security or the economic interest or stability of the United States and which has annual gross revenues in excess of $50,000,000. Requires that not later than April 1 of each year, the Commission shall transmit to the President and to each House of Congress an annual report. States that any such agreement shall provide that the State agency of the State will make payments of emergency compensation to individuals who: (1) have exhausted all rights to regular compensation under the State law; (2) have exhausted all rights to or eligibility for extended compensation in such State; (3) have no rights to regular or extended compensation with respect to a week under State or Federal law; and (4) are not receiving unemployment compensation from Canada or the Virgin Islands, for any week of unemployment which begins in an emergency benefit period and the individual's period of eligibility. States the circumstances under which an individual shall be deemed to have exhausted his rights to regular or extended compensation, and specifies the period of time which shall constitute an emergency benefit period. Provides that, in the case of any State, no emergency benefit period shall last for a period of less than 26 consecutive weeks. States that any agreement under this Act with a State shall provide that the State will establish, for each eligible individual who files an application for emergency compensation, an emergency compensation account, and specifies the range of the amount to be placed in such account. Provides that there shall be paid to each State which has entered into an agreement under this Act an amount equal to 100 percent of the emergency compensation paid to individuals by the State pursuant to such agreement, but only where the State has waived the 120 percent requirement as provided by Public Law 93-368. Declares that with respect to a credit card which may be used for extensions of credit in sales transactions in which the seller is a person other than the card issuer, the card issuer may not, by contract or otherwise, prohibit any such seller from offering a discount to a cardholder to induce the cardholder to pay by cash, check, or similar means rather than a credit card.
