Sets forth expedited procedures for the consideration of joint resolutions concerning the use of U.S. armed forces. Repeals provisions relating to concurrent resolutions. Makes certain conforming amendments. Requires that, where consultation with the Congress is required, the President shall consult with such Permanent Consultative Group. Requires the President and such Group to establish a schedule of regular meetings to ensure adequate consultation on national security issues. Directs the Commission to: (1) advise the Congress, the President, and the U.S. public on policies and programs designed to facilitate the attainment of fuller human potential; (2) solicit views from the public on the role of the individual, family, community, and government in researching, educating, and implementing techniques designed to increase human potential in body, mind, and spirit; (3) identify private and foundation financial resources to fund the Commission's operation; (4) establish a scientific advisory panel to assist in the evaluation of technologies and procedures calculated to develop fuller human potential; and (5) after consultation with the Secretary of State, communicate with foreign governments and international organizations on the establishment of counterpart commissions, and prepare for an international meeting of such commissions (if they are established) prior to the preparation of its final report. Directs the Commission to prepare and transmit to the President and the Congress: (1) a report on its activities and recommendations within 18 months after the effective date of this joint resolution; and (2) a proposal for implementation of its recommendations within 24 months after such effective date. Directs the President to negotiate: (1) an agreement with the Government of Palau to provide assistance for maintaining offices of public auditor and special prosecutor; (2) an agreement regarding responses to an audit by the Comptroller General of the United States or the Secretary of the Interior; and (3) an agreement providing for the Palau Government to provide current information regarding its national development plan under the Compact. Directs the National Drug Policy Board to develop a plan for an anti-drug program in Palau. Requires the President to negotiate an agreement with Palau to implement such plan. Prohibits using funds appropriated for assistance to Palau to satisfy any obligation or expense incurred by Palau prior to November 14, 1986, with respect to contracts or debts related to any electrical generating plant or related facilities which have not been specifically authorized by the Congress in advance, with exceptions. Directs the Secretary to: (1) provide assistance for the development and promulgation of regulations regarding expenditures, upon Palau's request; (2) provide such sums as may be necessary for a further referendum on the Compact or other costs of approval; and (3) submit a report on the range and cost of options for upgrading the Koror hospital. States that the United States will consider requests for additional financial assistance for medical facility construction based on such report. Directs the chief officer of any agency conducting annual audits of assistance provided to the Federated States of Micronesia and the Marshall Islands to certify such audits. Requires that such agreement provide for: (1) establishment of a nuclear material recovery depository, under the auspices of the IAEA, for weapons-grade nuclear materials removed from dismantled nuclear weapons; (2) conversion of all such materials into a non-weapons-usable form suitable for commercial energy or other nonmilitary purposes; (3) arrangements for bilateral U.S.-Soviet inspection and verification of all such materials held by either country; (4) application of IAEA safeguards to all such materials after they leave the control of the contributing state; (5) establishment of criteria for use by the IAEA in determining which states will receive such recovered materials; (6) use of the amounts paid by states to obtain contributed nuclear materials for payments to IAEA to finance certain safeguards and peaceful uses or for payments of assessed United Nations contributions of the contributing state; and (7) procedures to allow states other than the United States and the Soviet Union to make such materials available for use in accordance with the arrangements contemplated by this Act.
