Provides for Commission members to be appointed by the President and by specified congressional officers. Directs the Commission to conduct a full and complete study of the causes of illiteracy, including a study of methods of teaching reading and of methods of teacher training relating to classroom reading instruction. Directs the Commission to: (1) assess the factors which contribute to illiteracy; (2) recommend programs and policies for, and the appropriate local, State, and Federal role in, illiteracy prevention; and (3) assemble, analyze, and publicize its findings. Directs the Commission to submit to the President and the Congress: (1) such interim reports as it deems advisable; and (2) within 12 months after its first meeting, a final report of the study and investigation, with recommendations. Sets forth provisions relating to Commission administration, member compensation, and powers. Terminates the Commission 90 days after the submission of its final report.
