Prohibits the sale of prescription drug samples. Permits the distribution of samples only to practitioners licensed to prescribe such drugs. Requires such practitioners to return a receipt for such drug samples to the manufacturers to be kept and made available to Federal and State officials. Requires drug wholesalers to provide drug purchasers with a statement identifying the manufacturer and each sale of the drug.
