Provides for the imposition of a sentence of up to three years imprisonment and/or a fine of not more than $100,000 for violations of this Act. Subjects such drug paraphernalia to seizure and forfeiture. Excludes those who lawfully use or transport drug paraphernalia from criminal liability.
