Heinz, John [R-PA] PA R H000456 5 Prohibits any change in the prospective payment rates established under title XVIII (Medicare) of the Social Security Act, for outpatient maintenance dialysis services until 60 days after: (1) audited information concerning the costs of such services is available and utilized in determining payment rates; (2) the Commissioner of Food and Drugs implements safety standards for the reuse of dialysis devices and supplies; and (3) specified studies have been completed. Requires that such studies consider: (1) the effects of rate reductions on the quality of dialysis care and on the reuse of dialysis devices and supplies; (2) the safety, efficacy, and patient outcomes of the reuse of such devices and supplies; and (3) the differing effects of rate reductions on urban and rural dialysis facilities and providers.
