Bases the formula on Treasury bill yield rates. Requires certain bankruptcy trustees to pay health and life insurance benefits of retired former employees until May 15, 1987. Amends the joint resolution which authorizes the Black Revoluntionary War Patriots Foundation to build a memorial to black participants in the American Revolution to require that such memorial be established in accordance with a specified Act approved by the House of Representatives on September 29, 1986. 2025-07-21T19:32:26Z
