Wise, Robert E., Jr. [D-WV-3] | WV | D | W000654 | 24 | Anti-Apartheid Petroleum Sanctions Act - Provides for divestiture of U.S. investments in the oil industry in South Africa and for a ban on oil exports to South Africa unless the following conditions are met within 12-months of enactment of this Act: (1) certification by the President to the Congress that South Africa has freed Nelson Mandela and all political prisoners and has entered into good faith negotiations with truly representative leaders of the black majority for a new political system or has totally dismantled apartheid; and (2) enactment of a joint resolution approving such certification. Provides for expedited consideration of such joint resolution. Requires the divestiture of U.S. investments in the oil industry in South Africa to be effective six months after such 12-month period. Makes the prohibition on U.S. exports of oil to South Africa effective at the end of such 12-month period. Prohibits any Federal agency from issuing a lease or permit for the exploration, development, or production of coal, gas, or oil to anyone who violates the divestiture provision or the export prohibition of this Act.
