[R-CA-38] | CA | R | D000435 | 9 | Border Management Consolidation and Improvement Act of 1986 - Title I: Border Management Consolidation - Requires the Director of the Office of Management and Budget (OMB), in consultation with the Assistant to the President for Policy Development, the Secretary of the Treasury, the Attorney General, and other concerned agencies, to develop and submit to the Congress within 180 days a plan which: (1) provides for the consolidation of border and entry inspection functions of the U.S. Customs and Immigration and Naturalization Services; and (2) sets forth a comprehensive border management policy. Makes such plan effective 60 days after submission to the Congress, unless disapproved during such period by a joint resolution. Requires completed implementation of such plan within one year of submission. Title II: Employee Overtime Compensation and Reimbursement - Amends specified Federal laws relating to overtime compensation for the U.S. Customs Service, the Immigration and Naturalization Service, and the Animal and Plant Health Inspection Service.
