Amends the Motor Vehicle Information and Cost Savings Act to repeal the requirement for the publication and distribution of a gas mileage booklet by the Secretary of Energy. Amends the National Energy Conservation Policy Act to direct the Secretary of Energy to use average fuel costs in conjunction with capital and operating expenses for estimating and comparing life cycle costs for Federal buildings.
