Allows a person to bring an action in the U.S. District Court for the District of Arizona against persons who deny such rights under color of law. Provides that such misdemeanor ordinances may not be considered Federal law. Applies provisions of existing Federal law protecting constitutional rights to the Salt River Pima-Maricopa Indian Community criminal ordinances, their enforcement, and the jurisdiction granted to the Community courts.
