Directs the Secretary to conduct a study of the effect of consolidations, mergers, and acquisitions of control of air carriers with respect to the employment of specified minority group members as air carrier employees, including women, blacks, Hispanics, Asians, Pacific Islanders, American Indians, Hawaiian Natives, and Alaskan Natives.
