Makes available for public disclosure certain information contained in such manifests. Provides that such information shall not be made available for public disclosure if the Secretary of the Treasury makes a finding that disclosure will pose a threat of personal injury or property damage or such information must be kept secret for reasons of national defense or foreign policy.
