Places the principal office of such Tribunal in the District of Columbia. Grants the Tribunal jurisdiction over cases referred to it by the Supreme Court. Declares that decisions of the Tribunal shall be binding on all U.S. courts unless modified or overruled by the Supreme Court. Directs the Tribunal, in consultation with the Director of the Administrative Office of the United States Courts, to submit to the Congress a report on its activities. Authorizes appropriations.
