Directs the Attorney General to appoint a United States marshal for each judicial district of the United States. Specifies the powers and duties of the Service. Authorizes certain witness security expenses to be paid from the Appropriation for Fees and Expenses of Witnesses. Prescribes the schedule of fees that the Service may collect.
