Directs the Commission to: (1) develop national policy for the identification, preservation, and improvement of language resources; (2) evolve an active program for using the language resources of the United States and encouraging language skills development in nontraditional areas such as commerce, trade, and defense; (3) serve as consultant and coordinator to National and State professional educational associations for the development and implementation of programs and activities designed to preserve and identify language resources; (4) identify information needed to inventory language resources and coordinate such data development with the various executive departments; (5) provide data on language resources to Federal, State, and local government agencies, educational systems, institutions of higher education, and private businesses; and (6) provide data to the military and intelligence communities on language resources and their use as these relate to national security. Provides that the President and the Secretary of Education shall each appoint five members to the ten-member Commission. Requires that such members be scholars, educators, or public servants who have made notable contributions to the field of language study. Sets forth the powers of the Commission.
