Directs the Secretary to: (1) select a site for the monument with the approval of the Commission of Fine Arts and the National Capital Planning Commission; (2) prohibit its construction unless sufficient funds are available for its completion; and (3) provide for the maintenance of the monument upon its completion. Provides that U.S. funds may not be used to establish the monument.
