Limits rental subsidies to: (1) 90 percent of the initial rental (and utility) costs; and (2) 20 years. Requires participating families to pay a rent contribution of at least 25 percent, with any such amount requiring approval by the Secretary of Housing and Urban Development. Exempts such housing projects from specified prevailing wage requirements.
