Requires the organization establishing the memorial to select its site, design, and plans, each of which shall be subject to the approval of the Commission of Fine Arts and the National Capital Planning Commission. Prohibits construction until funds from non-Federal sources are sufficient to complete the memorial. Terminates the authority to establish the memorial if construction does not begin within five years. 2024-02-07T11:39:48Z
