Requires the Commission to transmit a report to the Congress within six months of its first meeting. Describes the information to be contained in such report, including: (1) an evaluation of protections for fans, States, and cities from the effects of franchise relocation; (2) the effect of existing antitrust exemptions; (3) the need for additional antitrust exemptions; (4) factors which may require the expansion of professional football; and (5) the need for Federal legislation regarding the broadcasting of games. Provides for the Commission's termination 30 days after the submission of such report.
