Helms, Jesse [R-NC] NC R H000463 3 Expresses the sense of the Senate that the Internal Revenue Code should be amended to establish a flat-rate individual income tax based on the following principles: (1) the tax system should be simple, understandable, and evenhanded; (2) no income should be taxed more than once; (3) all income should be subject to the same rate, which should be as low as possible; (4) the tax base should be as broad as possible, with very few credits, deductions, or exclusions; (5) personal tax exemptions should be large enough to exempt the poorest households from tax liability; and (6) the amount of overall tax revenue should be no greater than under the current tax system. 2021-06-29T21:28:18Z
