Makes technical and conforming amendments relating to the Bureau of Indian Affairs in Title I of the Department of the Interior and Related Agencies Appropriation Act, 1983. Directs the Secretary of Commerce to authorize the North Carolina School of the Arts to lease to any person the Stevens Center for the Performing Arts Building, without affecting specified Federal assistance.
