Authorizes the distribution of such funds to the governing body of the Three Affiliated Tribes of the Fort Berthold Reservation, North Dakota, subject to the Secretary's approval for use in the planning and development of hospital or health care facilities for such Tribes. Authorizes distribution of specified funds to the Tribes' governing body for use in other tribal programs. Directs the Secretary to distribute specified amounts of funds to specified individuals.
