Makes specific amounts available, from each authorization of appropriations, for programs relating to geriatrics. Authorizes appropriations for FY 1986 through 1990 for: (1) training and instruction activities and traineeships and fellowships of the National Institute on Aging; (2) training, instruction, and traineeships relating to the mental health problems and illnesses of the elderly and the care, treatment, and rehabilitation of mentally ill elderly individuals. Amends the Older Americans Act of 1965 to authorize appropriations for training, research, and discretionary projects and programs for FY 1986 through 1990.
